In an effort to take advantage of technology and maximize the use of the severely crowded federal radio frequency spectrum resources, the U.S. Department of Commerce National Telecommunications and Information Administration (NTIA) mandated the migration of all federal land mobile radio (LMR) systems from wideband to narrowband operations by 2005 through 2008. This will double the available radio frequency spectrum resources and requires all federal agencies to replace their existing LMR infrastructure and implement narrowband solutions (either analog or digital).
