What does disclosure mean?
Disclosure simply means providing certain information about one person to another person or organization. HIPAA restricts the disclosure of information to certain permitted uses without enrollee authorization. Outside of these permitted uses, an enrollee authorization must be provided. It is the policy of the NBC to only allow the disclosure of PHI for the legally permitted uses; otherwise an enrollee authorization must be received by the NBC.
