You’re feeding so much input to the target or asking the target for so much output that the target can’t do anything else but respond to what you’re doing. Typically, it’s done with a bunch of trojan-infected zombie machines under the control of a puppet master. Each of the zombies keeps asking (for example) a web server to serve up a web page. The server is overwhelmed with requests and cannot respond to legitimate requests. The version where you have zombies and a puppet master controlling the show is called a “distributed denial of service”.
