What does changing the order level defaults do?
If you have values listed as defaults, they will act as the order header and will appear at the top of the screen during the order process. To change the default settings for this shopping cart, use the link that says change defaults. If this is a saved shopping cart, any changes made here will be in effect every time you use this cart. The administrator of this account can permanently alter these settings for all shopping carts by going into Line Item Distribution Setup, and then clicking on Create User Defaults.
