The CD-ROM is used to update your GPS. A full unlock code lets you access all of the maps on the CD. For instance if you bought a CD-ROM with maps of North America, the full unlock code would give you access to full maps of the United States, Canada and Mexico. Full unlock codes are more expensive than the code for the maps of just the continental United States would be, for instance even though all the maps are on the same CD-ROM.
