What does “brigading priorities” mean in para 82?
LEAs will wish to organise their priorities in whatever way they consider most appropriate in the light of the audit of the local performance. It may be appropriate to link priorities where issues overlap. For example an authority with particular issues about underperforming schools in the primary phase may wish to link the schools causing concern priority with the primary priority.
