What does affected employee mean in the RFO?
These are the IT employees who perform the in-scope functions and who received offers of employment from the service provider. Agencies determined which employees were designated as affected employees. For example, if two people performed both in-scope and out-of-scope functions and their total in-scope time adds up to one full-time employee, one person was designated as an affected employee.
