To be highly qualified a teacher must (1) hold a bachelor’s degree, (2) have full Michigan Certification and be assigned to teach within the authorization of the certificate, and (3) demonstrate competence via Michigan’s Definition for Identifying Highly Qualified Teachers, in each of the core academic area(s) for which the teacher is authorized by the state and assigned to teach.
