Most places are heated inside, but you have to consider your time outside, and the possiblity that it may be TOO warm in the church or reception hall. this usually means that your “base” shirt/top/dress is short sleeved or sleeveless, then you’ll want a light layer on top of that, and a jacket on top of that. Pantsuit: Nice pair of pants with a nice/sparkly long sleeved top (depending on the time of day, sparkles for night) over a shorter sleeved top.
