What does a County programmatic audit look for?
SAPC assures the quality of its contracted providers through regular monitoring or audits of programs. Audits are systematic examinations of program statements, records, and operations that evaluate the quality of services and determine adherence to contract clauses; State and federal laws; and SAPC, Department of Public Health (DPH), and Los Angeles County policies and procedures. These audits assure SAPC and DPH management, the Board of Supervisors, State and federal governments, and the public that tax dollars are being spent as intended and that contract services are being delivered in a manner consistent with contract provisions and serve the needs of the target population. Audits are conducted by a CPA at all agency sites (locations) for which the agency has a SAPC contract. While at the agency, the CPA holds an entrance conference with relevant staff, conducts management and program reviews, observes program activities, and holds an exit conference at the conclusion of the audit
