What does a college do when a student applies to college, but their high school GPA is dropping because of harder classes?

The answer to this question is dependent on the college/university’s policy. We are open access, so high school grades are not a factor. We need to be sure of graduation, but we do not choose students based on grades. I think this question is strictly a college policy issue.
