The US had placed Jupiter ground to ground missiles in Turkey. When the Russians withdrew the threat of placing missiles in Cuba, the US removed its Jupiter missiles from Turkey. The problem with extending the NATO frontier is that, previously, the old USSR and US had divided much of the world into two worlds where conflict was confined to grey areas, such as Vietnam. In general, however, the US and the USSR made a deal at Yalta in 1945, and the deal was largely kept by both sides. The problem we have here with the Ukraine and Georgia seems to be that, unlike the old East-West Berlin border, it does not seem to be a stable situation, indeed in seems to be in dispute.
