An optically dense material will slow light waves down a lot. Air is not optically dense, but water is. So is plexiglas. If you stick a straw into a glass of water it will look bent, since water is optically denser.

optically dense would mean to me someting that is opaque or translucent, either refracting light and diffusing it or not letting light pass thorugh at all.
