What do the RFP copyright rules state about who can use the material that is taught?

Open access allows anyone to use the material. The project is considering using a license developed by Creative Commons, or a similar one modified for UC, for the course materials. This license would allow any educators to use the materials in courses they teach or students to adopt the materials for their own learning purposes. UC is interested in this approach as it reflects positively on our role as a public institution while advancing our public service mission.
