What do the red exclamation marks mean in the map’s Table of Contents?
Reference to the data is missing. There are two main reasons for this occurrence: 1) In most cases, these data are licensed data and were not included on the Digital Atlas CDs. Instructions to acquire these data can be found in the Metadata document located under the Digital Atlas Support pages within the Digital Atlas Toolbox. See the After Installation section in the User’s Manual on how to incorporate licensed data into the ArcReader maps. 2) A data reference can be lost if either the ArcReader map(s) or the GIS data (or both) have been moved after installation. ArcReader maps reference data are based on a predefined directory structure. Unless the entire parent directory (C:\your installation directory\GIS\) is moved together, it is very likely all information layers shown on a map will lose their reference to the actual data.
