They dim the backlight. Power Saving on Low will reduce the backlight intensity (I definitely recommend this setting since it looks very CRT/Plasma-like, but again, tastes vary). Power Saving on HIGH constantly locks the Backlight to the lowest setting so adjusting the Backlight in the picture menu will make no difference.
