The House of Lords (in its judicial capacity which is what i think you are after) has 12 Law Lords, who are the highest level of Judges in the Country. The House of Lords is an appellate court, which only decides on points of law in cases. Fact has been proven at first instance, court of appeal deals with appeals (obviously!) on points of law, new evidence and against het harshness/ leneancy of a sentence. The house of Lords decides on points of law that are of great importance to society. They do deal with both criminal and civil cases, unlike hte court of appeal which has a separate civil division and criminal division (this is important due to precedent) A decision in the HoL is binding on ALL courts in the UK, except itself following the Practice Statement 1966.
