The first 10 Amendments, or the Bill of Rights grant absolutely nothing. The Bill of Rights enumerates certain rights retained by the people, including the 9th and 10th Amendments which make clear any rights not enumerated by the Constitution shall not be construed as not having those rights not specifically mentioned. Rights are not granted by legitimate governments, privileges and entitlements are granted by governments. Rights are inherent in every individual who lives and breathes.
