Yes, if you did not write workers compensation policies in one or more prior years, report zeros in the rows for those years, and report your data in those rows for the year(s) in which you did write workers compensation policies. In other words, if you have partial experience for a state, report data for all available years. For example, Call #3 now contains 22 policy year rows (plus a “Prior” line) with the most recent policy year row of 2007. If you began writing workers compensation policies in 1999, you would report zeros for the policy year rows 1998 and prior, and report your data from your written policies in the applicable policy year rows for 1999 through 2007.
