Ongoing European (EUR) RVSM safety assurance monitoring requires that only aircraft which are approved for RVSM operations can be monitored. Therefore, in order to participate in the height monitoring programme, the aircraft operator has to obtain RVSM operations approval from their state regulatory authority. The state authority should then notify the EUROCONTROL User Support Cell (USC) that the aircraft is approved for RVSM operations. Operators are requested to summit full contact details on USC Form 2. Once state approval data has been entered into our database, any flight over a European region HMU will be automatically recorded and credited to the airframe/operator. No further operator action is required. Occasionally an operator may be notified that a specific aircraft needs to be monitored in order to resolve height keeping issues relating to the type or serial number. If it is not possible for the operator to fly over an HMU, monitoring by a portable GPS Monitoring Unit (GMU)
