What do colleges and organisations have to have to apply for a qualification?
They have to be an RTO. They have to pay fees to the government for every qualification they add and for each year they have it. They have to have certain requirements in place: legislation, policies and procedures, insurance, training for staff, guidelines for enrolment of students, guidelines for assessment and marking, and other paperwork. For the qualification they are delivering they have to have a qualified assessor do the marking.
