What distinguishes a “new” application from a “resubmission” application?
A new application is one that presents a new line of research by the proposed investigators, that has not been previously peer reviewed by the NIH. As stated in NOT-OD-10-080, a new application is expected to be substantially different in content and scope with more significant differences than are normally encountered in a resubmitted applications.
