As I understand it, a strategic PsyOp would be taking over an entire nation’s communication network (Television, News, Internet, Phones, etc) and sending a clear message of impending doom. PsyOps at any lower level would be to influence a single enemy or small group of enemy soldiers with techniques such as brainwashing through use of propaganda and manipulation (an example of large-scale propaganda were the mass air-drops of leaflets stating how to surrender prior to the invasion of Iraq).
