What differences exist between Orientation and Mobility (O&M) and a new category of service labeled Travel Training?
The passage of the Reauthorization of the Individuals with Disabilities Education Act (R-IDEA, 1997) identified Orientation and Mobility (O&M) as a related service if it is necessary for students to benefit from their educational programs. It also identified as a new area for education called Travel Training. Both of these services identify the type of disability a student may have in order to receive these services as determined by Individualized Education Program (IEP) teams. Orientation and Mobility services have been defined through licensing standards by the American Association of the Education and Rehabilitation of the Blind and Visually Impaired (AER). Division IX of AER describes the competencies, accredited training programs, and standards of practice for O&M Instructors.
