By the end of the Clinton administration Clinton had credit for great statesmanship, Carter had a Nobel Peace Prize for enabling North Korea to get nuclear arms, North Korea had nuclear arms, and Bush got the blame. Bush approached them again, and included – my gosh! – verification. We verified that they were disabling their nuclear program and then as a reward took them off the terrorist countries list. When Obama was elected the North Koreans went back to the nuclear program.
