Zoning is defined in a law dictionary as follows: The division of a city by legislative regulation into districts and the prescription and application in each district of regulations having to do with structural and architectural designs of buildings and of regulations prescribing use to which buildings within designated districts may be put. This is pretty much what most people think of when zoning is discussed. Zoning originated in the big cities. New York and Cleveland were among the first. Wooster has standard zoning and it works well in its city context. There is a complex hierarchy of zones with all sorts of regulations. This regulatory scheme is needed because the parcels are almost all small and there is a high density of population with many diverse land uses ranging from residential to industrial.
