Reid is the senior US Senator and Pelosi is speaker of the House – these are the highest positions in each chamber of the US Congress, the institution which controls taxation and to a large extent public spending. Since Reid and Pelosi are both Democrats, McCain automatically opposes them when fighting an election as the Republican candidate (and would probably oppose them anyway). Democrats are traditionally seen as the more liberal, left-wing party in US mainstream politics (even though this in fact varies greatly from region to region, and Democrats generally tend to be more right wing than, for example, the british Conservative party), and therefore stand for increased taxes and greater public spending, whilst Republicans tend to be in favour of tax cuts and a more individualistic society, directed by market forces. These are of course all great generalisations, but will hopefully give you an idea as to why McCain said what he did.
