This question is not entirely specific to nutrients, and therefore, is answered the same as for any other water quality criteria. Design flows for effluent limit calculations are based on treatment design flows at individual facilities. Please refer to 40 CFR 122.45(b) and Chapter 6 of the NPDES Permit Writers’ Manual [PDF – 222 KB – 28 pp] for more information on determining appropriate effluent design flow.
