What decision making powers does the town council have?
Darwen Town Council is the most local level of government, and is independent of the Borough Council with its own elected members providing services to the residents within the parish of Darwen. It operates within its own Code of Conduct. None of the functions of the Borough Council have been transferred to the town council, but it has lots of choice on discretionary activities to undertake. The range of services and amenities provided by town/parish councils can vary enormously.
