Any time a Data Elements is stored or transmitted using any computer system within the Minnesota Department of Education, it becomes a candidate Data Element in the Data Dictionary. But that does not determine if a detailed If a Data Element must be formally reviewed by a Data Element Approval Team (DEAT). Each DEAT determines the Return on Investment (ROI) of the effort required to create semantically precise definitions for the Data Element. This is a non-trivial process and requires time by senior staff members that are frequently in high demand.
