All approved alternatives must meet the following criteria: • be aligned with New York State standards for that subject and be at least as rigorous as the corresponding required Regents examination; • meet technical criteria for validity, reliability and freedom from bias; and • be externally developed and administered under secure conditions (i.e., the assessment cannot be developed exclusively by the teachers in the school, nor can they have previous knowledge of the specific examination questions).
