MC4 PMO uses the Army’s Force Management System (FMS) as a guide for the number of systems to issue to a unit. Within this system, the Table of Equipment (TOE) for MC4, as determined by the MC4 Basis of Issue Plans (BOIPs), is established as the objective baseline for the distribution of equipment by type of unit. For each specific numbered unit, the TOE is modified (MTOE) to reflect funding constraints, personnel changes or other unique unit characteristics. The MTOE is the authorization document for issuing MC4 equipment to a specific unit. If MC4 is not yet reflected on the MTOE of a deploying unit, then the MC4 PMO will use the TOE and BOIPs to work with the Major Army Command (MACOM) and the Army Medical Department (AMEDD) to determine and authorize equipment. Quantities may also be adjusted to meet requirements in theater. For more information, contact your Force Integration Officer.
