Though Switzerland is not part of the European Union, they have been part of the Schengen agreement since 2009. Thus, the entry point for the visa would be Switzerland and not Germany if the point of entry is Basel. I am not really sure how France comes into the picture in this question, maybe you thought this because because Switzerland is multilingual? Either way, If Basel is the first place in the Schengen Zone that the passenger will set foot, it is most definitely the point of entry.
