The National Early Intervention Longitudinal Study (http://ww.sri.com/neils) explained why young children begin early intervention services later than one might have expected. The study discovered that late beginners tended to be children with delays rather than disabilities. The problem, then, generally is not that early intervention programs have not been identifying young children early enough.
