The Department of Information Resources (DIR) has developed guidelines for outsourcing strategies specifically for information technology projects. Based on DIR’s definitions from this document, “global outsourcing” and “sectional outsourcing” would not count as part of the FTE calculation because they are an entire facility, department, or ongoing function.
