A referral would be considered an application for service if the request was made in writing, in person, or by telephone, and was made by the consumer or someone acting on behalf of the consumer, and contained sufficient information for the agency to contact the consumer. If the person is not eligible for service, then the ISP would not be completed.7. What happens if the consumer does not follow through with the ISP process? How does the agency keep from being penalized for late services and reporting if the consumer is the one responsible for the delay?See answer to question 5.
