What constitutes a “good faith effort”?
There is no hard and fast definition, but cities should be able to demonstrate a legitimate effort during the three month time period to recruit qualified members of the necessary gender, before appointing a member that creates gender imbalance. In addition, the legislation requires that cities must always “utilize a fair and unbiased method of selecting the best qualified applicants,” regardless of gender.
