What constitutes a choking hazard?
For children under three, according to the CPSC, any toy or other item that is smaller than 1 1/4 inches in diameter and 2 1/4 inches in depth can cause choking. If you can fit an item through a toilet paper tube, it should not be given to a baby or toddler, or if a toy has removable parts that fit the description. ToySafety.net says that at least eight children choked to death on toys or toy parts in 2002.
