Neglect usually constitutes unfit. The fact that she left them with their dad is not grounds for unfit. For the sake of the kids dad should not make things any harder for his ex. If she doesn’t come up with a plan soon dad should defiantly partition the courts for temp custody then go for full custody if she doesn’t show she is trying to make a home for the children. In Calif. the custodial parent cannot move out of the county without the consent of the court check into that in your state.
