What conditions does the EIR study?
Potential environmental impacts were assessed based on estimated conditions at the time the PAMF San Carlos Center opens; and estimated “cumulative” or incremental conditions when adding the project to foreseeable, but not yet approved, development in the area. The EIR also considered as part of its “cumulative” conditions analysis, the impact of a full build-out of the 1.9 million square feet of development outlined in the City’s now deferred draft 2003 growth plan for the east side of San Carlos, known as the Draft 2003 East San Carlos Specific Plan (ESCSP). Since the preparation of the Draft 2003 ESCSP during the dot com economic boom, there has been City Council and community interest in revising the plan to take into consideration economic and market changes and other constraints suggesting that the previous development assumptions might not be achievable.
