Access will be provided for the sole use of the user to whom the allocation has been made. The allocation will not be transferable to any other person. The user will not allow access by any other person to the shelter. Any transgressions will result in the immediate withdrawal of the allocation. The card reader system will have the ability to report on the times/days when the staff/postgraduate ID card has been used to enter the shelter. A user will be expected to make regular use of the shelter. This will provide a justification for the allocation of the facility to the current user instead of to those applicants on the waiting list. When the level of use is considered by the Directorate of Estates to have become so infrequent to suggest that the facility is not being used sufficiently, the allocation will be withdrawn and offered to a user on the waiting list. The returnable deposit will be returned.
