The Arizona Corporation Commission is the regulatory authority with jurisdiction over private water and sewer companies as well as investor-owned utilities. Municipal water and sewer systems (“City of”) are regulated by the city or town council and do not fall under our jurisdiction. Similarly, water improvement districts are governed by the county in which they operate.
