George Washington. As commander-in-chief, Washington led 13,000 militia from the capitol half-way to western Pennsylvania, where farmers were mounting an insurrection later called the Whiskey Rebellion. News of Washington’s approach, however, largely ended the revolt, and although the federal forces completed the march, Washington did not — he turned back after hearing of the rebellion’s collapse.
