Answer There is no specific combination of highs and moderates that would ‘guarantee’ eligibility. We have said that • one domain recorded as severe, together with needs in a number of other domains, or • a number of domains with high and/or moderate needs can indicate a primary health need. Professional judgement should be exercised in all cases. Depending on the nature and intensity of the need, low and moderate needs identified in ‘other domains’ may be decisive.
