What changes do you think are necessary to address shortcomings in health care afforded to state prison inmates?
If we don’t provide adequate health care to inmates, Federal courts will make us do it. Mandatory sentencing laws have clogged our prisons with non-violent drug offenders. Delaware has the second-highest incarceration rate in the US. We can have a more efficient corrections system, including better health care for inmates and lower recidivism, for the same money by moving low-risk offenders to lower-cost halfway houses and community-based drug treatment programs. • How do you assess the state of Delaware’s preparedness to meet emergencies caused by violence, natural disaster or public health crises? Our highways are congested under ordinary circumstances and cannot handle mass evacuations, our hospitals have little capacity to handle large-scale public health crises, and our communications systems are extremely vulnerable to disruption.
