What causes the hurricane categories to go up and down?
It goes up and down if the sustained winds change caused by a hurricane lose/gain energy from cold/warm water. If there is warmer water and no obstruction like land, the hurricane will spin/rotate faster in the ocean like a top. The faster it rotates, the faster the sustained winds. The change in wind speed can change the categories of it.
