Hair is a non conductor which means it doesn’t allow electrons to travel across it. This in turn means that the positive charges on the hair fibres build up, cannot easily escape and create an overall positive charge to the hair. As a result of all hair fibres having the same positive charge (as with two magnets that repel each other when bought together with the same pole) the hair fibres push each other away instead of aligning with each other.
