What causes freezing rain in comparison to snow?
Freezing rain is caused from rain falling through warm air, and then encountering a very shallow layer of cold air near the surface. Thus, the rain remains liquid, it doesn’t have enough time to refreeze, and freezes on contact with any surface. Sleet occurs when the depth of the cold air is sufficient for the rain to refreeze into ice before it hits the ground.
