Could be excessive weight loss and/or lack of muscle toning. Do some weight lifting for the arms. Or just do 10-15 push ups a day. That’s all it takes for my arms to remain toned. There’s many options though to tone them.

No. It’s because no one pays attention to their arms whilst exercising. People think its all about the stomach, when it’s not. you need to do arm exercises when working out.
