There are a number of reasons as to why those fires are burning, and I’ll list them: 1) Santa Annas (hot dry winds push down the humidity and dries out the forest and a dry thunderstorm sparks a fire. 2) Same conditions as listed above, but a ‘control burn’ turns into a nightmare. 3) With Santa Annas still the main reason, and a careless person using a campfire lets an ember get out of the fire pit. 4) Santa Annas and any other source of ignition that you can think of goes on an on and on. The only thing that will break that is when the High moves off the mountains, and a moist flow returns with a monsoon-type rainfall. That will help put out those fires!
